Quality-management system and environment-management system
at the Saint-Petersburg Paper Mill of Goznak. We pay and always paid a special attention to the quality of our products. We always work on improving technological processes and control methods, modernizing equipment and parts, introducing new equipment and new products, and utilizing advanced quality-management systems.
We realize that it is not possible to satisfy the ever-growing demand while ensuring the high quality of products without implementing the ISO 9000 standards. For this reason, in 1999, the company’s executives made a decision to develop a quality system based on these standards. During 1999–2000, our team put a great deal of effort into developing, implementing, and preparing for certifying a quality system, which successfully passed certification for compliance with the requirements of GOST R ISO 9001-96 national standards in December 2000 by FGU Test-St. Petersburg, the organization for certifying systems of quality. In 2000, a new version of ISO 9000 standards was issued. During 2003, we improved our quality system. We reviewed our policy in the area of quality and set new goals in the area of quality, defined a list of processes in the quality management system, analyzed the documentation of the quality system and adjusted it according to the requirements of the process approach, and drew up new documents integrated with the existing documentation of the environment management system. In December 2003, FGU Test-St. Petersburg, the organization for certifying systems of quality carried out auditing, which convincingly demonstrated the full compliance of the mill’s quality control system to the requirements of GOST R ISO 9001-2001 (ISO 9001-2000). The awarding of the GOST R System national compliance certificate and IQNet international certifying network, recognized in more than 35 countries, is evidence of this. In modern-day economies, issues of manufacture and quality of products are closely connected with issues of environment protection.
The practical implementation of approaches stated in ISO 14000 international standards allow for combining production and environmental protection goals, thus providing for the reduction or elimination of hazardous impacts on the environment on the one hand, and increasing the efficiency of a company on the other. Taking into consideration the new requirements, in 2000 the company’s management decided to develop and implement a system of environment control based on the ISO 14000 international standards. The system of environment control was built in conjunction with the quality system of the company, which was based on the ISO 9000 international standards, and became part of the general system of administrative management of the company.
In December 2001, the system of environment control of the company was certified by FGU Test-St. Petersburg, an organization for certifying systems of quality. Our company was the first in the region to receive a GOST R ISO 14001-98 (ISO 14001-96) environment-management system compliance certificate and a license to use the ecology standard compliance logo. In September 2004, our environment management system successfully passed re-certification, which is evidenced by national and international compliance certificates (IQNet). Regular internal auditing and annual inspections of certification organizations assure the efficiency of the company’s quality-management system and environment-management system. We pay special attention to using new approaches in company management. The successful operation of a competitive company is impossible without continual improvements. Improvement is impossible without the regular analysis of work and its results. In 2001, we carried out such an analysis using the criteria of the award of the Government of the Russian Federation in the area of quality. The report was submitted to the competition committee for the Award of the Government of the Russian Federation in the area of quality, and the company received the second place and a Certificate of the Government of St. Petersburg. The results of the analysis and recommendations of the competition’s experts allowed us to define our advantages and drawbacks and prioritize the tasks intended to improve our activities. In 2003, we carried out a second analysis based on the criteria of the award of the Government of the Russian Federation, and filed a report for participating in the competition for the Quality Award if St. Petersburg, dedicated to the 300th Anniversary of the city. For achieving positive results in ensuring quality and viability of its products and use of advanced quality control methods, the mill became a Laureate of the St. Petersburg Quality Award in 2003. In addition, in 2003, the mill took part in and was awarded a certificate and became laureate of the Made in St. Petersburg competition among products and services. This success was based on fine-tuned teamwork, the modernization and reconstruction of the production facilities, implementation of advanced technologies, and use of contemporary management principles based on ISO 9000 and ISO 14000 international standards.
